first, prices are governed by the low dollar and do not fluctuate with the fluctuations of exchange: secondly, remittances must be made regularly at the rate ruling at the end of the month.

It has been my privilege during the course
of my service to make many reports on departmental and executive matters which have been approved by the Secretary of State. I therefore venture to make a further suggestion on the question of exchange which causes so much perplexity to many civil
servants.

Would it not be possible to allow the Crown Agents to make permanent monthly payments in England on behalf of civil servants in the Colonies for certain defined family
purposes: in other words to allow the system of family remit- -tances in force in some Colonies to work automatically for all. One fact it is I think important to bear in mind. For Civil
servants residing in very distant Colonies it is a great in- -convenience to remit by means of the ordinary demand draft,
for that means that the money is benefitting no body except the Bank during the month that the draft is in transit through the
post. They are therefore obliged to arrange for remittances to
be made regularly by Telegraphic Transfer rate, which is
generally th. higher than the demand rate. It certainly would
be a great boon if the Crown Agents were empowered to make
definite family payments on a given date the amount being
charged in the Colony at the demand rate on that day, say the
end of the month. By this means not only the daily fluctuations
producing a difference between salary and remittance rate would
be avoided, but also the difference between demand and T/T rate.
The practical question arising in the
event of death does not raise any insuperable difficulty in the
way of the adoption of the scheme,
